Element 1

Plan commission and re-commission.

Performance criteria

1.1 Information required for plan is collected and analysed in accordance with established procedures.

Range - commissioning objectives, performance standards, specifications, resource requirements, test requirements, contract requirements.

1.2 Objectives of commissioning and re-commissioning are defined in accordance with work requirements.

Range - technical, legal, contractual, budget.

1.3 Critical parameters that plant to be commissioned must demonstrate are identified in accordance with agreed procedures and industry practices.

Range - performance standards, operating tolerances, test conditions.

1.4 External commissioning requirements are identified in accordance with established industry practices and standards.

Range - energy sources, interfaces, approvals to connect, connections, people.

1.5 Measuring devices, test types, and test equipment required for the commissioning and re-commissioning are identified and coordinated in accordance with established test requirements.

1.6 Commissioning plans are in a format agreed by the customer and industry, are complete, concise, and legible, and reflect identified risk, with hazards being identified and eliminated, isolated, or minimised.

1.7 Plan defines roles and responsibilities of all affected parties, standards and procedures to be used, and commissioning schedule and resource requirements, in accordance with agreed industry practices.

Element 2

Programme commissioning and re-commissioning of plant.

Performance criteria

2.1 Commissioning programme is produced in accordance with industry procedures and to industry standards.

2.2 Commissioning programme details all required activities and events to implement the commissioning plan.

Range - schedule of activities, critical path, resource allocation.

2.3 Detailed procedures and test requirements for commissioning are produced for implementation in accordance with the established commissioning plan.

2.4 Individuals and parties affected by the plan are identified and coordinated in accordance with plan requirements.

Range - test technicians, contractors, witness requirements, commissioning manager, dignitaries.

2.5 Produced programme is in a format agreed by the customer and industry, is complete, concise, and legible, and is distributed to identified people in accordance with the commissioning plan.

Element 3

Implement commissioning and re-commissioning of plant.

Performance criteria

3.1 Commissioning is implemented in accordance with established plan and programme.

3.2 Commissioning tests are carried out in accordance with established plan and programme.

3.3 Implementation is monitored against plan and programme to ensure outcomes and milestones are being met, and requirements and all health and safety criteria are being adhered to.

3.4 Changes to plan and programme are identified, analysed, and implemented in a manner that ensures the success of the plan.

3.5 Commissioning results are monitored and analysed to determine changes to the plan in accordance with plan requirements.

Range - re-tests, plan changes, resource issues, timetable changes, resource management.

Element 4

Review results of commissioning and re-commissioning of plant.

Performance criteria

4.1 Results are reviewed in accordance with agreed commissioning conditions.

4.2 Operating restrictions are identified in accordance with commissioning requirements.

4.3 Conditions of acceptance are identified in accordance with agreed commissioning requirements.

4.4 Operating instructions, manuals, and procedures are reviewed against commissioning results and maintenance period requirements in accordance with plan.

4.5 Commissioning result information is accurate, complete, concise, and legible.

4.6 Results of efficient commissioning and re-commissioning of plant are recorded in the required format and filed in the correct location and within scheduled time-frame.

Element 5

Conduct handover of commissioned and re-commissioned plant.

Performance criteria

5.1 Plant is declared operational in accordance with agreed requirements and parameters.

5.2 Legal and operational responsibility is transferred in accordance with established plan.

5.3 Outstanding items are identified and actions agreed to remedy them.

5.4 Plant is handed over in accordance with established industry handover procedures.

5.5 Handover documentation is produced in accordance with commissioning plan.
