Element 1

Develop structures, sources, and methods for the improvement process.

Performance criteria

1.1 Responsibilities and opportunities for individuals and groups to participate in and contribute to the improvement process are made explicit.

Range - steering committees, quality councils, improvement teams, quality circles, project teams, work groups, management review.

1.2 Management support for the improvement process is evident through the allocation of resources and authority.

1.3 Sources of problems and opportunities for improvement are identified from internal or external factors.

Range - internal factors - staff suggestions for improvement; internal customer requirements; future development of the organisation and innovation from within the organisation; evaluation of the outcomes of previous improvements; cultural, ethical and diversity expectations; internal audits; external factors - expectations of actual and potential customers; customer feedback; competitor activity; legislative and regulatory requirements; market and economic trends affecting supply; cultural, ethical and diversity expectations; external audits; contractual requirements.

1.4 Measurable criteria for identifying, evaluating, and prioritising opportunities for improvement are selected in accordance with the organisation's objectives, resources, and needs.

1.5 Improvement opportunities, methodologies and tools are selected, prioritised and documented after wide involvement of staff and other stakeholders.

Range - methodologies and tools include but are not limited to - multi-step improvement processes, quality planning and estimating, focus groups, benchmarking, statistical process control, monitoring quality costs (prevention and failure).

Element 2

Manage the implementation of the improvement process.

Performance criteria

2.1 Management approval, agreement, and authority are ensured prior to implementation.

2.2 Measures of improvements made are evaluated against agreed expectations and in terms of their impact on the wider organisation.

2.3 Where the improvement is not fully implemented, advice, support, and resources are offered to individuals and groups at a time and in a manner that realigns implementation with agreed expectations.

2.4 Activities, events, and decisions are documented in accordance with the organisation's requirements and procedures.

2.5 Changes to procedures resulting from the improvements are negotiated with relevant stakeholders and documented according to planned time-frames.

Element 3

Evaluate implemented improvements and the improvement process.

Performance criteria

3.1 Outcomes of implemented improvements are evaluated at pre-determined intervals against documented targets and previous performance records.

3.2 Records of non-conformance are accurate and complete and indicate the overall effect of non-conformance on the area concerned.

3.3 Changes to procedures arising from the evaluation are documented, agreed with relevant stakeholders, and communicated within planned time-frames.

3.4 The achievement of improvements is recognised and rewarded in a manner that is consistent with organisational culture and policy, and is sensitive to the cultural and diversity requirements of individuals
