Establish systems for selection and sourcing of supply requirements.
Performance criteria
1.1 Determination of resource needs for purchasing and supply is made by and confirmed with organisation users.
1.2 Identification of resource requirements is based on qualitative and quantitative data, and on technical and performance information gathered from users.
1.3 Determination of resource requirements allows achievement of the organisation's objectives and plans with maximum cost/benefit advantage to the organisation.
1.4 Agreed purchasing needs are fully documented and define the technical, quantity, quality, delivery, commercial, and cost requirements.
1.5 Range of potential sources of supply is secured through product-market search and investigation.
Element 2
Secure technical specifications and standards from users.
Performance criteria
2.1 Development of specifications and standards for supply of materials, plant, or equipment by technical experts and users is effectively facilitated.
2.2 Specifications and standards describe the materials, plant, or equipment in sufficient technical detail and precision to enable manufacture or supply with the essential performance parameters at minimum cost.
2.3 Use of methods of simplification, variety reduction, and value analysis avoids over- specification which increases cost without increasing value.
2.4 Acceptance criteria defined in specifications and standards ensure that conformance to requirements is measurable and deliverable.
Element 3
Establish supplier evaluation systems and procedures.
Performance criteria
3.1 Requests for quotations or expression of interest identify an adequate range of potential suppliers for the supply of the goods or services required, with supporting information required for supplier assessment and shortlisting.
3.2 Assessment methods are used to identify suitability and capacity of potential suppliers to meet the organisation's needs and satisfy its selection criteria.
Range - evidence of knowledge and understanding of supplier selection criteria, including but not limited to - product and/or service range, volume of business capacity, financial soundness, technical back-up, reliability for delivery, quality record, after sales service;
evidence of four different criteria for supplier selection with rationale for their use.
3.3 Evaluation of information from potential suppliers matched with supplier assessments enables selection or shortlisting of the most suitable for the purpose of inviting quotations or bids.
3.4 The level of control and verification required of supplier and product assessment is commensurate with the degree of importance or criticality attached to the material, plant, or equipment in meeting the organisation's objectives. - Learning and Teaching Resource
